Single Family HOA Board of Directors

The Bell Creek Single Family Homeowners Association has a five-member board who are owners elected by the community at our Annual Meeting. Board members serve a term of three years unless they have to resign before their term is completed, and may also run for re-election.

All meetings of the Bell Creek SFHOA are OPEN to residents in compliance with state and federal law. We encourage homeowner attendance and participation in the “Member Voice” segment of the agenda. Regularly scheduled board meetings are held every other month, usually the second Tuesday of the month, 6 pm at the Clubhouse. Special meetings are also occasionally held and notice posted on the HOA website and facebook page. The Annual Meeting is held in October. Reserve at Bell Creek Sub-Association

The Reserve at Bell Creek is a sub-association of the Bell Creek Single Family Home Owners Association which includes both Townhomes and single family homes within the Reserve. The sub-association has its own Board, which holds quarterly meetings open to all homeowners. Minutes of the board meetings can be requested from the community manager by emailing ownerservices@communitygroup.com.

Committees

 

The Bell Creek Single Family HOA Board has established several volunteer committees to encourage homeowner oversight and involvement with all aspects of community management. All homeowners, including those who live in the Reserve and townhomes, are welcome to join any of these committees:

 

ARC

Committee Chair:

HOA Board

The Architectural Review Committee has been established to review and approve homeowners’ modification requests in a timely manner in compliance with Association’s governing documents, inding the Bell Creek SFHOA Architectural Standards. The ARC may also make recommendations to the SF HOA Board on changes to the Architectural Standards to keep up with modern building techniques and materials while maintaining community property values. Committee members may also be asked to assist with annual compliance reviews and hearings if necessary. (Note: Currently the SFHOA Board is serving the role of the ARC.)


Clubhouse

The Clubhouse Committee manages rentals of the Clubhouse, including showing, scheduling, and coordinating payments, working with potential renters who are both residents and non-residents, and ensuring the building is clean and well-maintained while communicating needed updates to the SFHOA Board as necessary. 


Communications

The Communications Committee is responsible for supporting the HOA communications plan through development and update of the website, social media, newsletters, and other communications tools to ensure residents stay informed.


Finance

The Finance Committee assists in providing financial oversight and guidance to the SFHOA Board, including the annual budget, monthly expenses, reserve funds and investments, audits, and reserve studies, and works closely with the treasurer and association manager on financial management of the Association.


Landscape

The Landscape Committee provides oversight for the improvement and maintenance of the Association’s community properties and common areas, including the Clubhouse grounds, playground neighborhood entrances, signage, sidewalks, traffic circles, open green spaces, plantings, etc. This committee may also review landscaping vendor contracts for routine, annually budgeted lawn maintenance as well as one-time projects. 


Pool

The Pool Committee serves as a liaison between the SFHOA Board, pool management company and swim team, ensuring smooth and safe operation of all aspects of the pool during the summer swim season. The committee may be asked to assist with annual pool registration and make recommendations on development and enforcement of pool rules, as well as selection of swim management contracts. This committee is also involved in long-term maintenance and improvement of this important community amenity.  


Social

Committee Chair:

The Social Committee plans community events; past events have included Halloween Festival, Turkey Trot, Cookies with Santa, Father/Daughter Dance, Mother/Son Bowling, Easter Egg Hunt, as well as adults-only events like wine tastings, craft nights, and other neighborhood socials. The committee is also encouraged to develop new to foster neighborly fun.

Modification Requests

 

The Bell Creek Single Family HOA has developed architectural standards to maintain aesthetic harmony and quality of homes throughout the community, thereby protecting property values for all residents. The Architectural Review Committee (ARC) under the direction and guidance of the Bell Creek Board of Directors has developed and revises as needed the Architectural Standards by the authority dictated in the Protective Covenants.  

Exterior modifications must be submitted to the ARC for review and approval in compliance with the BCSFHOA’s Architectural Standards for Exterior Alterations.

Single Family homeowners use this form (form is on last page):

Exterior modifications to single family homes and townhomes within the Reserve are reviewed by the Reserve’s Architectural Review Committee and are subject to the Reserve’s governing documents.

Do I need to submit a modification request?

This is a very common question of both new and seasoned homeowners. This simple answer is, “yes.” When in doubt, submit an application. That said, as a general rule, replacing “like with like” on any previously existing items requires no new ARC application.
 

Before you submit your request . . . 

Familiarize yourself with the current Architectural Standards. Many home modifications, including fence styles, door colors, and other exterior finishing details were original to the home, were either approved by the original developer, or approved by the ARC prior to the Board’s implementation of the Architectural Standards document first adopted in 2016, and were therefore “grandfathered.” In addition, the Board reserves the right to make adjustments to the Architectural Standards as needed. Applications are evaluated by the ARC using the most current standard, not any grandfathered standard you may have seen. 

Some modifications (such as fences, patios, decks, porches, sheds, or building additions) may require submission of a copy of the property plat (must be the final survey copy with the engineer’s stamp included and visible on the copy along with any other improvements shown since the original plat was created). If you did not receive a plat with your closing documents, it might be on file at the Hanover County Clerk of Circuit Court Land and Records Division https://www.hanovercounty.gov/322/Deeds-Plats; if it is not, you must contract with a surveyor to have a new plat made at your expense. 

Some modifications may require additional supporting documents (i.e., complete description including photos or drawings as to construction design, materials, and color/finish; floor plan, elevation, section drawings). Being as thorough as possible with your initial submission will facilitate a faster approval.

What happens to a my ARC request once it has been submitted?

  1. Community Group will process complete applications to the ARC database. Homeowners with incomplete applications that need additional information or a property plat will be contacted by the Community Group. 

  2. Once the request is loaded into the ARC database, the ARC Committee (Bell Creek Single Family) or the Reserve HOA Board receive notification to review the application. The ARC Committee (Bell Creek Single Family) or The Reserve HOA Board has a maximum of 60 days to either approve or deny any application or it is considered approved. 

  3. If you provided an email address on the application, you will receive an automated email message indicating the application has been entered into the system. Many people find that the email gets tagged as spam, so be on the lookout in  your spam box as well over the next day or so. The ARC Committee (Bell Creek Single Family) or Reserve HOA Board may request additional information during their review of the request.

  4. The ARC Committee (Bell Creek Single Family) or Reserve HOA Board votes, and notification of approval, denial or request for additional information is sent to the homeowner.
